I had a similar sound on higher speeds. Turned out the bolts holding the rear wing were not tightened fully. When you open the trunk there are two small bolts and behind the rubber plug one bigger. Retightened them and the sound is gone.
My Mustang is registered in Switzerland, therefore no EU and not needed. But anyway a good thing to have. I also got away with the red turn signals.
Regarding the front signals you might be right, they most likely had no idea about forscan. Would be nice to figure out, just in case.

I am planning to put 20s on my mustang. I saw that a lot use 305/35-20 in the rear and 285/35-20 in front.
I calculated a bit, and saw that a 30 sidewall is quite close to the original diameter.
That said, I would still prefer the 35 sidewall for a beefier look and better...
I had the same experience last time on the Autobahn. Mine is a US import, so the limiter is not a EU thing.
I guess it will be the first thing to remove, once the software is cracked.
It’s the telecommunication module. Basically it connects your car to the mobile network which is required to get the updates. The module itself is located on the left side of the trunk behind the carpet. Easy to remove and you send it to get it reprogrammed.
I have a shadow black GT. Only after polishing and in the right light you can see it sparkle. But as soon as it gets dirty or a little scratched it’s not really noticeable anymore.
It´s been a while, but I found out how they disabled my front sequential turn signals. I have a manual from my dealer how they disabled them, it's in German but I assume ChatGPT or DeepL will translate it quickly for you.
Basically they took off the control module from the headlight housing off...
