It will be the same type of material that they use for gloss black plastics grills, as in its the natural plastic finish and not a painted or clear coated.I'm quite sure it's not painted. It's just got a polished look to it.

My local ford dealer says it's painted because the part number is PR3Z-17E810-AAPTM. The ptm at the end means paint to match. My broken piece looks the same color inside and on the backside. Yes please. Because I got my dark horse bumper conversion kit and based on a million different pictures, the body shop painted it grey. I looked at a dark horse in person, and up close, it is grey.
