Yes, that act has nothing to do with forcing a dealer to sell you a car that you haven't purchased yet, nor does it compel them to store a car for any period of time.
If you do buy it and can't take delivery, storage is up to you, whether you agree the dealership will keep it or elsewhere, none of which is free of charge unless the dealer voluntarily agrees to do it for free.
It also doesn't prevent them from selling the car if you haven't completed the transaction. Thier only obligation is to return your deposit, provided that your purchase agreement clearly states that it is refundable and you meet the conditions for the refund.
