I was thinking to enable the sequential (dynamic) turn signal on my EU via ForScan (easy job). I know that some people (imported) did the opposite. So get documented about the law and didn't found anything specific. First dynamic turning signals (as they are called here in EU) aren't illegal, they are installed on a quite few brands (Audi, VW, etc.), so I'm not sure why Ford decided to turn off the feature for the EU cars.
Second, the law here says that you cannot install a not-registered light cluster (in general) to a vehicle (ie: you cannot install after-market ones), but that's it, nothing related to enable/disable the feature.
Does anyone know more about it?
