I love 3M VHB double sided tapes but I don't think it would hold in this application. The panel and liner can be drilled for some small pop rivets as some of the previous posts and DIY solutions have suggested/used. But I would still use some sort of sealant/adhesive between the panel and liner to keep small rocks and sand from getting between them.Would double stick adhesive along the outter edge fail over time or would the trade off be worth the assumed ease of installation?
I agree to use some tar stuff in between your product and the wheel well and rivet after the sticky install!! There might be a good hot melt adhesive.

Thank you for all your hard work, you’ve calmed my nerves and I’m sure I’m not the only one. Excited to purchase your fix so I can stop worrying about this issue once and for all.If you have been following this thread then you know that I have been working on 3D printed parts to cover the hole. I am using Ford 3D OEM CAD data as the basis for my design work. The production parts are not always exactly the same as the CAD models. Especially when it comes to vacuum formed parts like the fender liners. I ran some parts on our Markforged 3D printer. The parts were very strong and the fit was good but not as good as I like. So I made some design tweaks and currently running another set on our printer for another test fit. I will continue to dial these in until I am happy that they will fit well.
I had released files for the preliminary design to an RP service bureau Shapeways.com. I have since removed those files. We will produce the parts in house and sell them at our online store DIYvan.com

Rivets are definitely an option. Here is a photo of the panel installed and lightly coated with Rustoleum truck bed coating spray.
