I have a GT that was built in 3/24. I have the start/stop system and no $1000 gas guzzler tax. I'm currently at 960 miles and it has not shut down once. I checked all the conditions for to operate and still no shutdown. I'm not complaining and don't want the dealer messing with it.
I am curious if anyone else has issues with the system not working.
I have the exact same "problem" and 4000 miles on the car. Like you I don't want the dealer to 'fix' it.

Mine is a 6 MT
Supposedly applies to all manufactured after december of ‘23. If you have the avenger button (circle a) it’s there. If it automatically suspends system operation it’s working, if it don’t it aint. The light on the always stay started button should not be lit, if it is on it is off. If the avenger protection is requested (circle a button not lit) and all other conditions are met it may turn off the engine momentarily while stopped at an intersection or other occasion that has been predetermined to provide both passenger comfort (ac temp regulated not needed), the engine temp is satisfactory and power demands are satisfactory (batt doesn't need charge, etc).

Have you enabled the start/stop system? Leftmost button next to the mustang (pony) button. The default is "Off" and has an "Off" light above it
I tried mine once, but the AC was running. I believe that is one of the conditions where it won't shut off. Makes sense.

Default is on not off. And yes 3 pedal cars have start/stop.

Default is on. When you push the button, the yellow "Off" light illuminates. At ignition it resets to on.

Mine has never come on but 95% of the time I drive in custom mode with the Start/Stop set to "off"

How often do you see the start/stop engage in normal driving conditions?
I've noticed it usually happens if the following conditions are met:
-If the Air Conditioner is running at a low to medium fan speed or the fans are off.
-If the Mustang is in Normal Mode (any of the performance based modes disable AS/S)
-The car comes to a complete stop. (No time frame on this, I've had AS/S activate within a second of me coming to a complete stop as I was yielding).

It is a bit jarring having a V8 shutdown in the middle of traffic, you can certainly tell when it happens. I'm still getting used to it. I honestly would not mind it, except sometimes I'm coming up on a situation where I know I'm not going to be stopping for very long and I don't want to the car shut down. I know just about as soon as I stop, the traffic will start moving again. Aside from those situations, AS/S does not bother me.

Low battery voltage will also disable start stop, I think it requires a state of charge above 80%. Doesn't sound like that is your case, but is common on any vehicle with an AGM battery.

Hmmm, I don't have an explanation for that. I would have them check that the next time you take it in for service. Wondering if something else is going on with your vehicle to cause that?

Hopefully not in the form of an OTA mandatory update!

"Replacement or reprogramming
of the BCM will not resolve this condition. Monitor OASIS for additional information and schedule service appointments for customers once the repair becomes available."

I wonder what they'll actually have to do? 🤔
This just means that if there are pending updates for the BCM, it will not address this particular issue. It will most likely be addressed by an OTA. Very unlikely that Ford will issue a recall or a TSB for something this minor as that will cost them money having to pay dealers to do the update.

I stand corrected!
I looked at the light when I started the car. It was not lit. As soon as I leave my neighborhood, I put the car in Sport mode. The light turns on as you stated.
