GT Gas Guzzler Tax. Why some cars have it and some don't ?

Question is regarding Gas Guzzler Tax. I am not sure why some GTs collect it, and some don't. Do you know why?
Below please find four Window Stickers. All base GT with manual. Very minor difference between. Still couple of them include Gas Guzzler Tax, and couple doesn't.

All these cars are current inventory and in my area (California)

Job 1 cars were one of the first built with no auto start/stop button and they have the tax. Job 2 cars have the auto start/stop button but no gas guzzler tax.

I bought my 301a GT from Ron Dupratt in Dixon CA. Was very satisfied as a customer. I sought a job 1 car. Great time to buy. Walnut Creek might do 500 under invoice but not much more. Cargurus.com helped me gauge actual market value. Good luck !!

I paid it on mine (well technically, financed that additional grand for 7 years). I was told it's to do with the city/highway rating is. My city rating was 14 and the EPA minimum is currently 15. Any vehicle under the 15 has the guzzler tax. Including SUV's and pickups.

That was one of the reasons I went Auto. Taking that into account my $1795 upgrade cost me only $1000 since there was no GG tax. All the manuals must have been without stop/start since they all showed a GG on the sticker. Plus, although 6-speeds may be more fun, I've had that fun in many cars I owned from a 70 GTO to a 93 Ford Escort.

I’m thoroughly confused about this one. My car was a job 1 automatic without start/stop and the window sticker has the line for the gas guzzler tax, but no charge.

No one care I suspect, but...

When you have a builtin system designed to support Start/Stop, it includes a heavier-duty battery, a larger (better?) starter, plus a bunch of other stuff! Some of the earlier system actually had a second battery (usually in the trunk) to keep the radio, lights, etc. working using a battery voltage booster to eliminate voltage droop issues (like the lights dimming). Even though things are a bit more sophisticated nowadays, the EPA fails to get the point that all this extra hardware and software ALSO uses more natural resources.

The EPA applies the GG tax sort of haphazardly. For example, taxis are exempt, and if anyone needs start/stop, it is them! Go figure!

PS: You can get away from the GG by buying an EV. Just think of the money you'd save and....

I have a Job 2 GT Premium with the Manual. Start & Stop has never engaged in the 7 Month I have had the car, driving on Normal mode. Most of the time I switch to a custom profile with it turned off.

They do, mine has it. First time it happened I was worried something was wrong, now I always have it off in my custom profile.

Auto stop/start kills the guzzler tax, it is supposed to decrease the gas use so it qualifies for the discount.

I have a Job 1 car with a 10 speed and I DO NOT have to pay the gas guzzler tax
