If you mean reattached to the firewall stud, they would pull on it and if if didn't come loose you are done.What would they do if one secured it in place in order to drive it to the shop for remedy?

I suspect they would cut and discard the tie and proceed as spelled out in the recall...if they are smart. They have liability to consider. As in consumer notice and secure from further movement but necessarily reattach the not attached connection.

That sounds reasonable, but I think they're replacing entire fluid lines because the plastic piece in question is manufactured with the hose. Also, they replace the hose in case there was any heat injury to the hose then you'll get a brand new one and not rely on the tech's assessment that may miss degradation to the hose/result in a problem in the future. It makes the repair standardized across the company and takes out any guess work.
