If you are PCSing to Germany I believe that your vehicle would just need to be compliant with your local laws of your HOR and pass the base safety inspection. If you decided to ETA/retire in Germany and stay there, then you would be required to bring your vehicle to their standards/regulations. I would advise asking these questions of the transportation office as they are most likely to know the real answer and not the barracks lawyers that heard that their buddies buddy had to do XYZ to get their '90s Honda Civic that was held together with spit and bubble gum into the country. So we are on the same boat.
I'll let you know when I got this figured out.
I sent some e-mails to my dealership to see if they can look it up.
I hope the harness is there so I can order a new set of side mirrors. I don't want to drill holes or place aftermarket turn signals on a car like this.
